The decreasing usefulness of coun ties as now constituted is spotlighted again by two recently completed scientific studies oi Tennessee coun ties. The report ou one study, by Dr. Charles P. White, professor of finance, and Dr. Lee S. Greene, associate professor Of political sci ence, at the University of Tennessee, recommends elimination of eleven counties by attaching them to richer neighbors. They warn that counties will disappear entirely if they are not put on a sound financial basis.
